Poland has become a popular EASA training base: identical European licences at lower tuition than western Europe, a growing Ryanair-group presence, and one of the largest pilot schools in Central Europe. The Civil Aviation Authority (ULC) runs the theory exams itself rather than handing them to the schools.

How the ATPL theory exams work
The ATPL, CPL and IR theory papers are conducted in English using EASA's European Central Question Bank (PPL exams use a Polish national bank in Polish). The ULC runs both paper and computer-based sittings: for 2026 it scheduled 12 paper sessions and 24 computer-based sessions, and from the September 2026 sitting the exams use the ECQB 2026 version. The pass mark is 75% per paper. Apply at least 30 days before a sitting, and note the ULC limits how many subjects you can activate per visit to keep the desks moving.Where you sit the exams
Exams are sat at the ULC headquarters in Warsaw (ul. Marcina Flisa 2) and, since 2025, at a new ULC field unit hosted at the PANS academy in Chełm, the first ULC theory-exam centre outside Warsaw. Both run sittings through the working day. The Chełm centre was opened specifically to widen access beyond the capital.

Most Polish schools quote on request rather than publishing a price. The clearest published figure is Bartolini Air's Ryanair Future Flyer Academy integrated track at €83,990 for EU candidates. Standalone integrated programmes are widely cited around €55,000 to €80,000, and Poland is broadly reported to be cheaper than the UK, Germany or France for the same EASA licence, though that comparison is a market claim rather than an audited figure. Treat the range as indicative and confirm with the school.

Poland's pitch is straightforward: the same EASA-issued ATPL as anywhere in Europe, typically at lower tuition than western states, which draws in international ab-initio students. On top of that, Bartolini Air in Łódź is one of the six approved pilot training partners Ryanair lists for its Future Flyer Academy, so there is a visible route from training into an airline job. The ULC is also decentralising exam access, opening its first theory-exam centre outside Warsaw at Chełm in 2025.
